Even if it was, 35 mph feels right on a small street with only 2 lanes. It does not feel right on a 4 lane boulevard with center turn lanes. Most anyone would expect if the speed was 35 mph before then it would increase to at least 40 after. I thought it was 40 mph before but the argument stands either way.
Maybe they need the speed to be 35 mph because that is the only speed at which people can read the 1 trillion street signs.

It was 40 but apparently people couldnt safely access their mailbox or let their kids play in the yard.

It runs through a residential neighborhood so....yes, 35 mph is correct.
