so wouldn't most of the guys in these videos not be breaking the law anyway? Since, as they've been so kindly informed, they're not wearing the real uniform

If someone is wearing a current issue but missed the mark by using the wrong insignia they still have attempted to impersonate an officer. If they have an uniform that is no longer in use they are not break the law unless they are attempting financial gain.
