Maybe, heck probably, but he is pro Targaryean - if something doesn't work out with Dany or Young Griff, Jon is his "Targaryean" in the hole.

The Targs gene is weak though right? The kids usually looked like the other parent. That's why targ+targ= silver same with Lannisters

I highly doubt he is. Doesn't make sense for him to have played Rhaegar and Aerys against each other, and then send Dany and Vicerys to their almost certain deaths. Varys now only has an interest in Dany because of her dragons. Really going to Slaver's Bay instead of Pentos probably saved Dany's life. He's merely using the Targaryen name to seat Aegon.
