Not until mid-May. Then it is prevalent until October. Portland gets more sunshine than Seattle. Although, admittedly, Seattle doesn't set the bar very high.
They say, that one sunny day in Seattle is worth 2 sunny days in most of the rest of the country...

Pretty sure Seattle and Charleston swapped weather this week. Been chilly and misty/storming all week.
