0.5 Mbps is about 500 kbps. 56k is more like 0.05 Mbps. The ST site says they throttle down to 64kbps after 3GB, which compared to LTE speeds around 10+ mbps is more than a 99% reduction in speed. I wouldn't call that "throttling" so much as running into a brick wall.
