For me it really started during the first Galacticos era and cemented when Roman bought Chelsea.

You have to spend money now to compete consistently and even teams that were able to achieve massive success before without it (Man U & & Barca) are now spending shite loads to catch up/keep up now that the last of their homegrown/academy glory days have come to an end.

Made possible in large part by the Bosman ruling in '95. You can start the money era there.
