Pump the brakes there, Man. Metallica turned an underground movement into a mainstream and critically respectable genre. When you consider how much they influenced everyone around them and how much their sound evolved in less than four years, there is no way that you can put Queensryche on the same playing field.
Queensryche dominated progressive metal, but I would argue that subsequent progressive musicians were more influenced by prog rock bands from the '70s than they were Queensryche. Hell, even Dream Theater seem to mimic Metallica's guitar sound more than that of Queensryche.

I wouldn't say they were progressive in the truest sense. But they also started to suck after Empire/Promised Land.
Geoff Tate ruined that band.
