You understand it's going to take about 3 to 4 hours to get from Va Beach to DC, right?
In Virginia Beach, definitely give yourself a few hours to tour the nautical museum and walk around the USS Minnesota. It's really cool.
My favorite museum in DC was the Newseum.

If you find yourself walking around a museum in Virginia Beach on a weekend, you are doing something wrong in your life.

It's the USS Missouri. Definitely cool but you can't go below decks. The boat tour of the harbor is money though, they get pretty close to the active Navy ships at anchor. When I did it they had four carriers tied up.
If you go to DC check out the Marine Corps Museum in Quantico. In DC itself of course you will never have enough time to see them all. Newseum and Spy Museum are good.
