I'd say yes to Fowler and Williams. They are both Superior compared to everyone else that could drop.

As much as I would like Fowler on our team (he seems to be a great person on top of player), I just don't think trading up for an OLB is worth it. I think the only positions worth this type of trade up value are QB, DT, CB, LT and maybe WR. Those are the keys for great teams. I would be ok with trading up to 8 or lower for a Fowler, but higher than a 5 slot move would be too costly for the position imo.
