Not really no. Untreated syphilis can massively mess a person up to the point they go insane. Not only were they giving it to people and not telling them, they were actively stopping victims from receiving treatment elsewhere. These men often went on to give it to their wives and had children born with it.
I don't really think killing a person slowly over time in the name of science is any worse than doing it faster like the Japanese were.
In both cases people did something that should be classified as evil and a violation of basic human rights. That the people experimented on in the Tuskegee case lived longer than the victims than those that suffered horrific fates in Japan matters not b/c either way those poor souls were treated with absolute contempt.
Let's also not forget that the US was happily snatching up all kinds of scientists who committed atrocities for the Nazis as well.
Sure, you can argue it was all for the greater good but that's how the Nazis and Japanese justified what they were doing as well.
