The shreveport program is pretty competitive to get into and only takes in state applicants, not sure about other states taking out of state applicants. Not sure if you could bump your GPA enough starting with a "Shitty GPA"

I was struggling with depression , but no exscuse , my gpa shouldve been a lot better

You can get in as an out of state but you don't get the state preference points
