Call your Credit Card and see exactly what they cover when you bill through them. Some cover some of your charges (Collision for example) but not liability.
As far as rental companys not offering coverage, when I rented in Mexico, I found a company that would sell the insurance required with the car rental. While researching car rental companys in Mexico, Easyway got excellent reviews on providing the mandatory insurances and that's who I used.
