I probably didn't clarify. Nothing in the bill grants exceptions for those who are on foot or bike.
Meaning...no matter how you plan to get to and fro the bar, even if it means not in a vehicle, the establishment is forbidden to serve you if you do not have a DD with a valid LA DL.

Gotcha. I only ride a bike with flat tires to NOLA bars so I think I would be grandfathered in.
