Jesus! Why don't you guys make chain gangs pick up roadside trash? That is how we do it in AZ and it is spotless here.

We do for after LSU Games, parades, etc. And around government buildings. But as for trash detail along roads, it's usually volunteers(adopt a road) or community service hour-needing fools.
