Not necessarily. If the dog is attacking then you should be able to use the appropriate amount of force necessary to stop the attack. But that would depend entirely on the situation.

No where in the report did it say the dog bit him. I am sure if the dog did, they 100% wouldn't have left that out.
So we know the man wasn't attacked, but he killed someone else's property. So either he is a pussy and is scared of a pug, or an a-hole who deserves to be sued.
