If I read the OP right, the boat and trailer are titled in another state so wouldn't he need to transfer the boat and trailer into his name in Mississippi using their decedent transfer docs and then move it to Louisiana registration? Not sure that you can do the Louisiana decedent transfer of boats and trailers titled in another state.
(But I have never dealt with that situation before)

His MIL gave him the boat but it's probably easier to legally sell it to him.

yeah, could be a cluster. i always do the boat and motor transfer separately from the trailer, b/c DMV may tax the trailer. A donation in MS should be effective here, but I am not licensed in MS, so do not know their inheritance laws. Prolly same as or similar to ours.
