Did Ferguson police officers perform illegal stops beyond the norm (for lack of a better term), compared to other departments? I just see vague references to Ferguson illegal stops, but no hard number.

I did try to find hard numbers in the Justice Dept. report, linked here, but the only justification for "illegal stops" was that they stopped too many of a certain race, not that they detained people for absolutely nothing.

Check out this horseshite. They don't have data on pedestrian stops, but "he said, she said" is enough to implicate an entire police force. Fishy.

Without going back and re-reading the whole thing and just looking at the table of contents, I would imagine that the entirety of Section A would apply to anyone regardless of race. Section B if I remember correctly as well, except that deals with the courts. Section C, if I remember correctly, specifically addresses what everyone here seems to be up in arms about and seem to think is the part that I'm most concerned about.
