Did Ferguson police officers perform illegal stops beyond the norm (for lack of a better term), compared to other departments? I just see vague references to Ferguson illegal stops, but no hard number.
I did try to find hard numbers in the Justice Dept. report, linked here, but the only justification for "illegal stops" was that they stopped too many of a certain race, not that they detained people for absolutely nothing.

Check out this horseshite. They don't have data on pedestrian stops, but "he said, she said" is enough to implicate an entire police force. Fishy.
quote:
Concerns Regarding Pedestrian Stops
Although available data
enables an assessment of the disparate impact of many FPD
practices, many other practices cannot be assessed statistically because of FPD’s inadequate data
collection. FPD does not reliably collect or track data regarding pedestrian stops, or FPD
officer
s
’
conduct during those stops. Given this lack of data, we are unable to determine whether
African Americans are disproportionately the subjects of pedestrian stops, or the rate of searches,
arrests, or other post
-
pedestrian stop outcomes. We note, howev
er, that during our investigation
we have spoken with not only black community members who have been stopped by FPD
officers, but also
non
-
black community members and
employees of local businesses who have
observed FPD conduct pedestrian stops of others, a
ll of whom universally report that pedestrian
stops in Ferguson almost always involve African
-
American youth.

Without going back and re-reading the whole thing and just looking at the table of contents, I would imagine that the entirety of Section A would apply to anyone regardless of race. Section B if I remember correctly as well, except that deals with the courts. Section C, if I remember correctly, specifically addresses what everyone here seems to be up in arms about and seem to think is the part that I'm most concerned about.
