Yes, Both Stlouis County and St.Louis City are globally recognized for their academies and their training.
They are already in some ferguson type areas.
Case in point Jennings, they had a Ferguson type melt down, but no Michael Brown type incident, and Mayor got rid of all the cops, brought in County, crime went down 40+% in the first year.
So yes, it would be completely different.

All right, was that Jennings police takeover and ensuing 40 percent drop in crime a result of happy citizens, or non-enforcement of the law resulting from stand-down orders from the state governor? I.e. -- like what happened when STL County took over Ferguson briefly.
I imagine the crime stats were pretty good while STL County cops stood by and watched the Ferguson miscreants loot and burn.

And it's not just a race thing. County handles Wildwood, Fenton, Valley Park off the top of my head. All predominantly white neighborhoods.
