I don't think so. I know that that was an issue when Zelalem rejected that Germany youth qualifying tournament call up, but that was because he didn't have American citizenship at the time of that tourny. I think CCV can still switch, and to do so he would have to file his one time switch. I think if he plays in the U-20 WC though he might be cap tied. Fabian Johnson played for Germany in a U-21 Uefa qualifying tourney and started in the final.

Since he already has citizenship for both countries, I think the only thing that will tie him to either country is a cap in a competitive USMNT match or his one time switch to England.
