I know that that was an issue when Zelalem rejected that Germany youth qualifying tournament call up, but that was because he didn't have American citizenship at the time of that tourny. I think CCV can still switch, and to do so he would have to file his one time switch. I think if he plays in the U-20 WC though he might be cap tied.
