It sounds like the accident took place in the Santa Rosa Sound ("bay" side of the island), not on the Gulf side. I'd assume that this will make the recovery and investigation somewhat easier, as I believe the water is pretty shallow.

It is really shallow there in places. There is a channel of sorts, but if they went down in the sound, it would have to make the recovery exponentially easier.
Very sad deal though...no matter what.
