Uh no. That is not entirely true. Most of these calls the first person on scene goes in. Of course if it's a hostage situation or something sure. Or when the office arrives on scene sees an open door where there shouldn't be, they may wait for backup before entering. I have not read all of it, but that part is pretty dead on.
