As Payton alluded, there was more problem with him getting the ball to him enough than there was any performance issue.

this couldn't have been more obvious. there were too many games in which Cooks wasn't even targeted but a handful of times. I really don't understand much that happened last season regarding decisions and play calling, and this was one of them. were they worried about giving him too much in his rookie season? where they pulling a Bush move and using him as a decoy rather than a weapon? was he not as far along in development as he should've been? the main problem is that when he was utilized is was mostly as underneath garbage throws. I remember one big play downfield to him; other than that it seems everything was underneath.

I do think he will be a star, and I am not concerned with him at this time. While I wanted a CB last year as well, WR was also a big need. Maybe not as big, but big enough to address if the player at that position is better than the one at the other. This seems to be the case based on their determination to trade up. They had 3 trade targets: Shazier, Mosley and Cooks. Once the first two were gone, they had only one left to get. This tells me they valued Cooks as a much better BPA than Fuller.

No one told Payton that Cooks could run 10+ yard routes until midway through the season.

Wasn't he near the top of the NFL in receptions for a good bit?
