Yep. EVH and Stanley Jordan popularized and/or expanded the technique but didn't invent it. Jordan may have been the first to use it as an exclusive style though.

Jordan's style isn't really "two hand tapping", as we commonly refer to it - essentially it is a different discipline on the guitar. First, the strings are set extremely low. Second, the guitar is tuned to fourths (not fifths) and the chord shapes are the same all over the fretboard. Finally, rather than for emphasis or a solo technique, the two hand on the fretboard players are more like piano players and do all the melody/single note playing on the neck, rather than portions of solos. I don't think Stanley was even the first guy to combine all these things, either, but he was its first well-known virtuoso - sort of a jazz/rock fusion format building on what the Larry Carltons of the world had done in the 60s/70s.

So, not really an apples to apples comparison for what Stanley does and shredders like EVH, Satch, Vai, etc.
