Why is he a dual threat? Seems to be more of a pocket passer under center guy. More so than Shea who I believe is listed as a pro style.

I've pretty much stopped reading into the dual threat or pro style labels. If a guy is a good QB, he's a good QB.

Any sort of outside the pocket mobility seems to carry the 'dual-threat' label now. From watching his junior year film, he seems to take a lot of his snaps from under center and prefers to stay in the pocket unless he's flushed out.

He might be fairly mobile, but he definitely seems to play more pro-style than DT.
