I'm by no means an expert, but I do seek out Sichuan restaurants when traveling. They are somewhat hard to come by, but I've eaten at 8 or 9 of them. Omi isn't the #1 best, and it lacks some key dishes like Dan Dan noodles, however it is a very good stand-in and unmatched by anything in the state. I don't think it is overrated at all. Peter Chang's was the best I've ever had, but that requires leaving the time zone. That said I've not had the dishes you mentioned at 9 Dragon but am intrigued.

I highly recommend the spicy dry fried beef, and they have some good liver dishes, as well.

Another good place is Little Chinatown in Kenner...

Now that I have had both I can say that 9 Dragon Noodle House isn't even on the same level as Omi. They aren't even comparable. 9DNH is more like take out Chinese with an upgrade. Omi is a legit sit down restaurant. Nothing wrong with preferring the fast food style of 9DNH, it is certainly better than picking up at China Star or the million other to-go Chinese places but it isn't on the same level as Omi.
