Baggage guys work for the airlines directly. They have no association with the airport or airport authority, other than the fact that they work on the airport property.

They used to work for the airlines, now they are contracted out so the majors can save money. Look at the recent cluster in Denver for United, that's all because they switched contractors for ground services to the lowest bidder that has no idea what they are doing. That's why the gates are never ready for the arrivals and the bags aren't making their transfers.

I fly United often and pass through Denver and can confirm. It's always a clusterfrick.

Had one flight where at departure time there wasn't a plane at the gate (app showed that plane had arrived the night prior), then when they did pull a plane up to the gate, they realized that they pulled up the wrong plane. The gate agent then said that the incorrect plane that was at our gate was having mechanical issues and had to wait to be towed out of the way so that our correct plane could pull in. We left about 3 hours late. Get to my destination, then the Captain comes on and says he stopped about a foot short of the gate and we had to wait to be taxied again.

United's stated reason for the late departure? Weather.
