Which the NCAA has the authority to over turn. Go back and look at other self reported infractions, the conference always hands out a penalty first but the NCAA will either uphold it or overturn it. This is a NCAA rule that was a violation and is therefore governed by the NCAA. Take the Miami U sanctions recently, the ACC gave Miami a 7 scholarship reduction before the NCAA even got involved.

Uh, no they don't.
They can put their own sanctions on, but the ncaa has no authority to overturn the SEC
