There's a couple of big differences. 1) Amell plays the LEAD character of Oliver Queen/Arrow. 2) His character is still alive and may cross over to the new series, so having him play different characers on 2 shows wouldn't really work.

Now you are talking about the same show. That's different. Here we are talking about 2 different shows, that while set in the same "universe" and may have some minimal cross over (I haven't watched the Flash, but with Arrow, there's what, 1 time so far in season 3, a couple in season 2 that set up the Flash). It is not like they cross over weekly or half the episodes even.

FWIW both Jerry Orbach and S. Epatha Merkerson played different characters on Law and Order. They appeared as weekly guests and were later brought back as cast members.
