This new show is part of the same universe as Arrow. And I'm assuming will have character crossovers on all three shows. So yeah, she could play a new character. But it would look kind of weird having her possibly interacting with characters that she interacted with as Sara.

They did that on Deadwood (had the same actor play two major characters). It never clicked for me.
