If they are still planning on the Teen Titan's show, then I doubt Nightwing is on the table for both shows. Now if Teen Titans has hit a snag, then he is definitely a possibility. Regardless we need Nightwing on tv.
If Blue Beetle is a possibility, then why didn't DC let them use Blue Beetle on Arrow instead of Palmer like the showrunners originally wanted? If DC ends up letting them use Blue Beetle on a spinoff starring the character that was suppose to be him, it would seem to me to appear extremely short sighted of DC, maybe even outright negligent on their part when it comes to foresight.
Booster Gold would be an interesting choice. I liked the character in the comics, but could they find an actor that could pull him off and make him believable? I would love to see him if they can pull him off.

Im really just seeing this. been a crazy week.
Vixen is a really good guess since she has her own animated show thats going to be connected to the flash/arrow universe.
booster gold is another highly likely choice. flash is dealing a lot with time travel and apparently kreisberg tried to make a show about booster some years ago.
other than that, it really depends on what direction they want to go with this show. they could introduce martian manhunter.
maxwell lord could be another interesting choice that could easily work within their framework.

It's a part of being in their business. They had similar challenges with the Timm animated series (since they ended up going on through two decades). They had development deals going for Aquaman, which restricted his appearing as a regular member of the animated Justice League and JLU series. Same thing with the secondary Batman characters. It's why Batgirl and Robin weren't in the JLU and Nightwing was restricted to one Easter Egg appearance.
For all that we know, they could be trying to iron out whatever deals they had out there for Blue Beetle. Even with Atom taking his place on Arrow, I'd love to see Blue Beetle added to the CW shows down the line.
