But that would mean that Firestorm wouldn't be on but a few episodes of each show, especially if the Atom spinoff is in a different city than Central City. I guess I could see that, especially having just Stein on the Atom. But Ronnie would basically become useless on Flash except for the occasional Caitlin arc (which would get old if that is all he is there for).

I guess another option is that Stein and Ronnie figure out a way to for each of them to turn into Firestorm without combining.

Either that or they hurry up and jump to the Firestorm storyline to Mikhail Arkadin or Jason Rusch (most likely Rusch) and Ronnie, and Stein is no longer a necessary part of Firestorm.
