I can feel the muscles in my jaw tighten when I'm in line behind one of these people. I worked at an outlet grocery store when I was 18, and every day people would haggle with me over a penny, a dime, and a nickel. I would often take whatever change I had in pocket and offer it to them so that they could be moved through. I'm surprised I didn't get fired.

Jones wanted to give a woman in the grocery store $1 the other day because she was haggling over a price difference of $1. Then she pulled out a $50 bill to pay
I thought he was going to explode.
