It all comes down to what you think is acceptable treatment for a lawfully detained PRISONER (let's not act like this is some citizen walking down the street) when they actively refuse to cooperate. He gave her a chance and she refused to move. That isn't in dispute. The next question is how does he move her?

The best course of action would be to get a wheelchair or something and physically put her in it before taking her back to the cells.

Worst course of action is to beat her into submission. THAT would be criminal since she isn't offering active aggression.

Dragging her falls somewhere in the middle. It doesn't look pretty but he didn't hurt her and he didn't strike her. He moved her and that is because she wouldn't move herself.

There will be cop haters here who will opine that he should have just sat there for hours holding up the entire court system until she decided to comply. I don't agree with that. On the other hand, I wouldn't have dragged her either.

They should have gotten a couple of big dudes and picked her up by the arms and marched her arse back to the cell.
