In some cases it will be government providing the service. More Municipalities will get into the game if it is regulated like a utility and they are allowed entry around laws that favor a-hole ISPs. Hell my municipality is currently fighting to get the laws changed in Tennessee so that they can bring gigabit internet to rural areas that are not in their area that cable companies won't serve at all and the cable companies are fighting to stop them from being able to do that....
ISPs are responsible for this current climate and need to do this... They have only themselves to blame by running the monopoly game on us.

Bc cable isp's don't want to lay fiber or upgrade infrastructure.
They would rather you share bandwidth, throttle your speeds, create fast lanes all while paying over what you should be.
