This whole move to public utility status should give groups like Google Fiber access to poles without having to fight cable companies that are throwing temper tantrums over it. This could bring more competition to the table and thus make it better for some.

Other companies will be able to lease existing lines at fair market rates* if I'm not mistaken (like cellular MVNO's).

The whole reason the isps can do that is because of government regulations.

Shared infrastructure gives all isp's access your area of they want to creating more competition. You wouldn't be stuck with at best 3 providers in your area.
