It is absolutely relevant. It's all about mitigating. It doesn't make what the cop did okay, but it certainly makes the kid a less sympathetic plaintiff, and it certainly is relevant regarding the kids ability to recall what happened.

Was the "kid" injured? I see people saying they hope he gets paid. Just want to know if he went to the hospital.
