Even if he did know about it, he probably thought he had no choice if he wanted to avoid the anger plague.

I was disappointed that all the top officials got the chips, like everyone in the White House. Seems like they could have just left them out entirely and not hurt the plot.
It was a fun movie though and I look forward to what happens next as far as sequels.
