I don't know the answer to that question...but if they do, I would have to assume that it is because they qualify for a number of "tax credits".....
it is important to remember that a "deduction" just exempts you from paying taxes on that money, while a "credit" is actually a payment...
so, as I see it, if you have little or no taxable income but qualify for a number of credits, you could actually make money by filing a tax return...
hopefully, someone knowledgable can clear this up if I am wrong...
