If you want to make the games exciting, implement the old illegal defense foul that used to be in the pros or implement the defensive 3 second penalty if there is a defensive player hanging out in the lane for more than 3 seconds. That would effectively eliminate the zone "packing" that happens in college basketball and force players to run and move more. It would also create higher scoring games.

Zone defense makes college basketball incredibly boring.
