The big problem in football is chronic traumatic encephalopathy, not necessarily the concussions themselves. CTE is caused by a history of multiple concussions as well as subconcussive hits. So while there may be a comparable number of concussions in soccer, I don't think there are nearly as many routine, subconcussive hits to the head.
