the "primary multi-use path" in the first photo appears to be an elevated walkway of some sort along the periphery of the lake.. at least in a lot of places. Notice where it is in relation to the green existing sidewalk line on sorority row..
ETA: Looks like it goes behind the fraternity houses and churches near the lakeshore/dalrymple intersection.
