Agreed. This isn't the NBA. Whatever size the divisions end up being you should have to be in the top-half of the total number of teams in your class/division to make the playoffs. The top teams get byes. A 4-6 team that just happens to be #32 out of 40-something teams should not be in the playoffs.


Examples:
64 team division = 32 playoff teams
48 team division = 24 playoff teams (top 8 get byes)
32 team division = 16 playoff teams
