Guess we are talking states as a whole, so the answer is as follows:

1. Louisiana
2. Alabama
3. Mississippi
4. Florida
5. Texas

If we are just talking coastal areas:

1. Florida Panhandle
2. Louisiana
3. Mississippi
4. Alabama
5. Texas
6. Rest of the state of Florida

Panhandle is a different state than south florida, the west coast (Tampa, St. Pete) and the east coast.
