Yes. The definition of music and art in general is quite broad. Think about this quote by Frank Zappa in reference to this subject.

Pretty much anything is art simply by being presented as such. Music is auditory art(eta:that isn't simply unadorned spoken word). Whether it is good or bad is a separate matter.
