I'll live in Shreveport 100 years before I live one day in Baton Rouge.
To the OP, the Highland parade is the best. I've ridden in it once, and I found that about $300 will suffice for throws if you pace yourself throughout the parade. When I rode, there were more people toward the end of the route.
