actually, he can speak English, and read English and understand spoken English.

what he is not willing to do is to misunderstand a question, or speak English poorly, with an accent and be misunderstood and made fun of.
by having a translator, he is guaranteed to know the question's intent and to have his ideas expressed in language the audience can understand.
