I don't think that it's 100% for sure exempt. The article was poorly written. But all indications are that Bourbon bars and Harrah's will be allowed to have indoor smoking.

And if Bourbon IS exempt, what are the chances that businesses there threw some money at the city council to make this decision? Crime is probably driving locals away from the FQ and this decision could draw in some of the WHD/Frenchman smokers.
