The league owns and pays the players within the CBA framework. They pay the transfer fees. What they allow clubs to subsidize are Designated player. It counts 350k toward the cap, but the club is responsible for that player's salary, not the league.

I think Bradley is letting his Euro experience come out. He is 100% in all this.
