Probably one of the reasons they do it. Raise the cost of operating a I-A program to keep new schools from getting into the game.
It's also why they have the 6/8 rule (minimum number of men's and women's teams). Otherwise you might see some smaller programs just do football, MBB, and the bare minimum of women's teams to satisfy Title IX. Better (from the P5's perspective) to force everyone to waste money on 12 non-revenue sports.
